Morocco has quietly built the continent’s largest portfolio of internationally certified data centres.The country now has 17 Uptime Institute Tier III and Tier IV constructed certifications, accounting for roughly one-third of all certified facilities in Africa. That puts it well ahead of every other market on the continent. The achievement is particularly striking because Morocco is not Africa’s largest data centre market. South Africa still leads in operational capacity, with far more live megawatts serving businesses and hyperscalers. Morocco’s lead comes from something different: ensuring its facilities are independently verified to meet international resilience standards.
That shift began in 2021 when Morocco introduced legislation requiring sensitive data to be hosted within the country. Banks, government agencies, telecom operators and other regulated sectors could no longer rely on hosting critical workloads abroad. If the data had to stay in Morocco, the infrastructure had to be built locally. The new requirements were reinforced by banking regulations, data protection rules and cybersecurity standards, creating strong demand for facilities capable of meeting international certification requirements.

Instead of relying on a handful of massive campuses, Morocco saw banks, payment networks, government institutions and telecom operators invest in highly resilient data centres across Casablanca, Rabat, Kenitra and Settat. Most of these facilities achieved Tier III certification, demonstrating they can undergo maintenance without interrupting operations. The country’s telecom market also played a role. Competition among operators encouraged investment in higher-quality infrastructure as businesses increasingly demanded reliable local hosting.
The result is a market that punches well above its weight in certified infrastructure. Morocco is now looking to build on that foundation. The government has announced plans for large renewable-powered data centre projects, including a proposed 500 MW campus in Dakhla, positioning the country to support the growing demand for AI and cloud computing while leveraging its renewable energy ambitions. The broader lesson is that policy can shape digital infrastructure just as much as market demand. By making local hosting a requirement rather than an option, Morocco created the conditions for a wave of investment in internationally certified facilities.
