Where is Africa’s Biggest Certified Data Centre Market

South Africa and Morocco are leading Africa’s data centre race, but not in the same way. South Africa remains the continent’s largest data centre market by operational capacity, with the most live megawatts serving businesses, cloud providers and hyperscalers. Morocco, meanwhile, has quietly built a reputation for quality, boasting the highest number of independently certified data centres in Africa.

Operational capacity simply measures how much computing power is actually online and available today. It’s the number investors, cloud providers and businesses look at when they want to know where they can deploy workloads immediately. Certified construction measures something completely different. It refers to facilities that have been independently inspected and verified against international resilience standards such as Uptime Institute’s Tier III and Tier IV certifications. Those certifications focus on how reliably a facility was designed and built, rather than how much capacity it provides.

Think of it this way: operational capacity tells you how many lanes a highway has open to traffic. Certification tells you how well that highway was engineered to withstand accidents, maintenance and disruptions. That distinction explains why Morocco leads Africa in certified facilities despite having a much smaller operational market than South Africa. The country’s strict requirements around sectors such as banking, finance and data sovereignty have encouraged developers to pursue internationally recognised certifications for new facilities.

South Africa, on the other hand, has benefited from years of investment by major operators and hyperscalers, resulting in the continent’s largest pool of operational data centre capacity. Its strength lies in scale rather than the number of certified facilities. The two metrics also move on different timelines. A data centre can begin serving customers before pursuing construction certification. Likewise, a certified facility may represent only a small amount of computing capacity compared to a much larger, uncertified campus.

For governments trying to attract digital investment, both matter. Operational capacity demonstrates that a market is ready to support growing demand for cloud services, AI workloads and enterprise computing. Certification provides confidence that critical infrastructure has been built to internationally recognised resilience standards. As Africa’s digital economy expands, investors will increasingly look beyond headline project announcements. The questions that matter will be how much capacity is actually online, and how resilient that infrastructure is when businesses depend on it.
