Why Floating Solar is Zimbabwe’s Best Bet for Energy Security

For decades, the Kariba Dam has been the backbone of Zimbabwe’s power grid. But the backbone is thinning. Climate change has turned the Zambezi’s flow into a gamble, leaving the 1,050MW hydro plant struggling to produce even a third of its capacity. In 2023, generation dipped below 100MW. The infrastructure is there, the transmission lines are ready, but the water is missing.

The solution is not to build more dams or wait for rain that may never come. It is to look at the water that remains. Green Hybrid Power, in partnership with the Intensive Energy User Group, is designing a 500MW floating solar plant for Lake Kariba. This is not a vanity project; it is a cold, calculated use of existing assets to fix a broken supply chain.

Floating solar solves three problems at once. First, it bypasses the land-use conflict. In a region where agricultural land and human settlements are protected, the vast surface of Lake Kariba offers thousands of hectares of unused space. Second, the water provides a natural cooling effect. Solar panels lose productivity as they heat up; sitting on a reservoir keeps them cool, increasing energy output by up to 10% compared to land-based arrays.

Third, and perhaps most importantly for Kariba, the panels act as a lid. By shading the water, they significantly reduce evaporation. For a dam that has faced severe water rationing due to recurrent droughts, every liter saved is a liter that can later turn a turbine. It creates a circular benefit: solar power by day, preserved water for hydro power by night.

One of the biggest hurdles for new energy projects is the cost of the grid. Zimbabwe does not need to build new lines for this. The Kariba transmission system was built to handle 1,200MW, yet it has carried less than 400MW for nearly twenty years. By hooking 500MW of solar directly into this existing infrastructure, the project avoids the multi-million dollar expense of new pylons and cables.

This efficiency generates hard currency through wheeling charges. For the Zimbabwe Electricity Transmission Distribution Company (ZETDC), this is a rare chance to secure the funds needed to fix and update the national grid. It turns a legacy asset into a modern revenue driver.

The impact reaches into the bedrock of Zimbabwe’s economy: mining and mineral processing. These industries are the country’s primary exporters, but they cannot grow on a diet of intermittent power. Reliable energy means higher production and more foreign currency. Furthermore, because this is clean energy, these mines can access carbon credits, making their products more competitive in a global market that now demands green supply chains.

There is also a human element. The project includes an aquaculture component, breeding fish beneath the solar panels. This isn’t just about diversity; it’s about restoring the local economy of Kariba town, which has suffered as the fishing industry declined.

Zimbabwe’s energy crisis is a result of over-dependence on a single, weather-sensitive source. The Kariba floating solar project is a move toward diversification. It treats the energy problem from first principles: use what you have, protect what is left, and build for the climate you have, not the one you wish for. It is a signal that Zimbabwe is ready to stop reacting to droughts and start out-thinking them.
